Chief James MacGillis has over 26 years of law enforcement service and is now serving in Wauwatosa, WI, the town he grew up in. He was Captain of Police and Director of Training at the Police Academy for the Milwaukee Police Department for over 25 years. He consults at a state, national and international level regarding tactics and use of force best practices and has co-author of several training manuals for using force and tactics in the state of Wisconsin. James is an emeritus Law Enforcement Advancing Data and Science (LEADS) research scholar with the National Institute of Justice and has consulted on research projects with prestigious organizations including RAND Corp, George Mason University, the Police Executive Research Forum (PERF), and IACP (International Association of Chiefs of Police). He holds a master’s degree in Administrative Leadership from the University of Wisconsin, Milwaukee.
