This seminar explores the critical shift from simply building "durable" infrastructure to creating truly resilient essential facilities that remain operational during catastrophic events. Participants will examine how to protect fire and police stations from stressors such as fires, tornadoes, ballistics, bomb blasts, and seismic activity by moving beyond the "box in a box" safe room concept. By analyzing the performance of Reinforced Hollow Clay Masonry (structural brick), the course demonstrates how a non-combustible, projectile-resistant exterior skin can eliminate the need for vulnerable backup systems like studs and sheathing. Through a detailed case study of the City of Green Fire Station, attendees will learn to implement a "Total Building Shelter" strategy that protects both personnel and high-value fleets while maintaining a traditional community aesthetic. Ultimately, this session provides the technical foundation to design facilities that aren't just housing a shelter, but function as complete, hardened anchors for their communities.
